Because the vast majority of crashes can't be avoided with better tires, it's a nice theory but virtually never happens in real life. If somebody runs a red light and t bones you better tires don't help. It's not that it doesn't help - but that's a completely different attribute that's almost impossible to measure as it relates to crash avoidance.
